That sounds exactly like that legalese politicians use to explain tax changes and in fine print on contracts, I think. Good work.

By the way, I know of two units in the metric system that are smaller than the pico. They are: femto (10 to the negative fifteenth power) and atto (ten to the negative eighteenth power). Pico is ten to the negative twelfth power. Not trying to one-up you or anything, but I thought you'd like to know.
